Theresa Plascencia

Theresa Plascencia is a proud first-generation college graduate and a lifelong champion for equity, inclusion, and opportunity in public education. Guided by her grandfather’s words—“When we only take from society and not give anything back, there will be nothing left to harvest for the future”—she has built her career on service and social responsibility.

Since 2016, Ms. Plascencia has served as Superintendent of Waukegan Public Schools, Illinois’s 11th-largest district. Under her leadership, Waukegan has achieved historic milestones, including its first U.S. Department of Education Blue Ribbon School, first Exemplary ESSA designation, and its first International Baccalaureate-authorized schools. She has expanded early learning opportunities, championed literacy aligned to the Science of Reading, and prioritized equitable resource distribution through student-based budgeting.

Ms. Plascencia established Waukegan’s Wraparound Center and Department of Student Access and Achievement, strengthening community partnerships and advancing equity-focused policies. Her leadership during the pandemic safeguarded students’ access to learning, technology, and essential services statewide.

A recipient of the ALAS National Latina Champion of Equity Award, Ms. Plascencia serves on national advisory committees promoting leadership diversity and educational equity. Above all, she is most proud to be the mother of five and grandmother of five—her greatest inspiration for cultivating a brighter future for all children.
