JOB SUMMARY

The assistant superintendent of human resources assists the superintendent by providing leadership and counsel in all aspects of human resources and human talent management. The assistant superintendent oversees the systems that attract, retain, develop, and support outstanding human talent; and builds and refines systems to ensure that the workplace supports the success of the staff. 

DUTIES AND RESPONSIBILITIES

  • Articulates and supports the mission, goals, and policies of Bellingham Public Schools and The Bellingham Promise.

  • Provides expertise, vision, and leadership in all areas of human resources. Collaborates with the superintendent and other executive team members to ensure best practices in human resources leadership operations and management.

  • Oversees, supervises and is accountable for all aspects of human resources management and the entirety of the human resources department.

  • Envisions, advises, and executes efficiencies in work processes throughout the organization.

  • Administers a comprehensive human resources program including recruitment and selection; labor relations; classification and compensation; evaluation systems; staffing/position control; terminations; substitute services; and compliance with state and federal regulations.

  • Administers and implements all bargaining contracts.

  • Facilitates the hiring of district administrators; meets with staffs to determine criteria; and manages the process to ensure outstanding selections. 

  • Leads the recruitment and hiring of a workforce at all levels of the organization reflecting the diversity of the student population and greater community.

  • Directs mandatory staff development for certificated and classified staff, including orientations.

  • Oversees performance evaluation processes including providing assistance with development and implementation of performance improvement plans and probation processes. Provides expertise to district administrators in dealing with staff supervision and evaluation – including development and monitoring of improvement plans, and recommendations for termination of employment or non-renewal of contract.

  • Provides training to district administrators to ensure that human resources policies and procedures are understood and implemented fairly and consistently.

  • Prepares personnel updates/information and required reports to the superintendent and board of directors. 

  • Serves as a critical member of the district’s labor management team with the Bellingham Education Association.

  • Oversees the district’s labor relations and ensures that each contract is managed appropriately by the human resources department and by the appropriate departmental managers. Works with general counsel and human resources staff to ensure that district negotiating teams are appropriately staffed and managed.

  • Supervises salary administration as prescribed by contracts, including salary classification development and salary reclassifications.

  • Conducts staff investigations as needed.

  • Facilitates the Employee Assistance Program.

  • Performs such other tasks and responsibilities as may be assigned by the superintendent.

QUALIFICATIONS

  • Master’s degree in education, public administration, human resources, or related field, or job experience
    commensurate with such an educational background.

  • Experience in public school administration and supervision preferred.

  • Serves as a leader and a role model. Operates with the highest level of ethics and integrity.

  • Demonstrated ability to work with people in a leadership capacity.

  • Evidence of experience and training needed to perform the functions described in the job description.

  • Excellent interpersonal skills.

  • Excellent written and oral communication skills.

  • Demonstrated ability to push an organization to examine new ways and processes to reach goals.

  • Demonstrated ability to develop a culture where staff and students are highly supported.

  • Thorough knowledge of effective human resources issues and practices including the areas of staffing,
    recruitment and selection, affirmative action, equal opportunity employment, staff diversity, job placement,
    performance appraisal, staff training and development, compensation, employee benefits, employee discipline,
    collective bargaining, contract management, and assessment of human resources effectiveness.

  • Experience with contract management, contract negotiations, and contract interpretation.

  • Demonstrated success in human relations skills and customer service.

  • Knowledge of state of Washington and federal regulations and policies regarding personnel matters and
    employment.

  • Knowledge of supervisory practices and procedures.

  • Demonstrated capacity with technology in a human resources environment.

  • Demonstrated ability to successfully arrive at consensus with various stakeholders.

  • Ability to prepare comprehensive reports and budgets.

  • Ability to effectively organize, set priorities, and coordinate multiple activities at once.

  • Skills in conflict resolution.

  • Ability to exercise sensitivity in dealing with individuals of diverse socio-economic backgrounds, cognitive and physical abilities, as well as with individuals of diverse cultural and ethnic backgrounds.

  • Evidence of experience and training needed to perform the functions described in the job description.
