GENERAL PURPOSE
Responsible for providing oversight to the delivery of human resource programs and services; ensures attainment of the District’s strategic goals relative to staffing, supports, retention and diversification. Monitor and guide the implementation of the District’s talent management and benefits systems and strategies. Achieves defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established policies, laws and regulations. Serves as a member of the Superintendent’s Executive Leadership Team.
ESSENTIAL JOB FUNCTIONS
Perform highly accountable complex, managerial and strategic work with responsibility for all Human Resource functions to include employment (certified and classified), performance management and organizational development, benefits administration, compensation and classification, employee relations/investigations, labor relations, compliance training, HRIS employee and applicant maintenance, and employee evaluation systems and supports.
Serve as the chief negotiator for the District in the collective bargaining process and manage interpretation and maintenance of all labor agreements.
Serve as the District’s compliance officer and/or decision maker resolving complaints and mitigating issues with regard to Title VII, Title IX, HIPAA and/or discrimination.
Provide counsel to members of the District’s leadership team regarding issues within the Division’s area of responsibility to further the District’s desire to be an employer of choice.
Administer a wide variety of personnel policies, contracts and employment agreements to support the district strategic plans.
Collaborate with internal and external stakeholders to implement and/or maintain services and programs.
Direct Human Resources department operations, the delivery of services and implementation of new programs and/or processes to provide services within established timeframes and in compliance with related requirements.
Facilitate the design, implementation, and delivery of the District’s talent management strategies and the attainment of related goals in order to further the District’s strategic objectives and ensure the recruitment and retention of a highly qualified and diversified workforce.
Direct compensation and benefits surveys to ensure equitable and to support the district’s competitive position in order to compete for highly qualified and diverse staff.
Ensure District compliance with district, state and federal laws and regulations.
Monitor budget allocations, substitute expenditures, fund balances, health plan claims expenditures, unemployment compensation claims expenses, and related financial activities to ensure that allocations are accurate, revenues recorded, expenses within budget, and/or fiscal practices followed.
Collaborates with, monitors and manages relations with third party substitute provider to ensure quality and availability of substitutes to meet district needs.
Perform personnel administrative functions for assigned direct reports maintaining adequate staffing, enhance productivity of personnel and ensure achievement of department/program outcomes.
Manage relationships and contracts with vendors and outsource providers as needed, to ensure the delivery of satisfactory results.
Prepare a wide variety of complex written materials to document activities and issues, meet compliance requirements, provide audit references, make presentations, and/or provide supporting materials for requested actions.
Recommend policies, procedures and/or actions to provide direction for meeting the district’s goals and objectives.
Review the results of investigations and/or complaints regarding employees and other staff to make resolution recommendations that promote a work environment consistent with District policy and applicable law.
Perform other related duties as required/assigned.
QUALIFICATIONS AND REQUIREMENTS
Education and Experience
Bachelor’s degree in management, business, human resources management, law or related area is required. Master’s or advanced degree preferred.
Human Resources certification through either Society of Human Resources Managers or the American Association of School Personnel Administrators preferred.
Human Resources management experience with increasing levels of responsibility, including four (4) years’ experience at the leadership level is required.
Certificates, Licenses and Other Special Requirements
MOASPA or SHRM certification preferred.
Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required.
Knowledge, Skills, and Abilities
Excellent written and verbal communication skills with varying experience working with internal and external stakeholders to support employer goals.
Knowledge of algebra and/or geometry; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues, draw conclusions and create action plans.
Knowledge based competencies required to satisfactorily perform the functions of the job include pertinent laws, codes, policies, and/or regulations; personnel processes; and standard business practices.
Skill to perform multiple, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions.
Skill based competencies required to satisfactorily perform the functions of the job, including: operating standard office equipment including utilizing pertinent software applications; planning and managing projects and programs; overseeing program financial activities; developing effective working relationships; preparing and maintaining accurate records; and administering personnel policies and procedures.

Working Conditions and Physical Requirements
Work environment is primarily inside, where the noise and temperature levels are moderate.
The work is light work that requires exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force to move objects.
Must possess the physical ability to perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance.
