GENERAL RESPONSIBILITIES

To identify, assess, support, and advocate for Multilingual learners in the district.

ESSENTIAL FUNCTIONS

  • Seek input, obtain community involvement, research and collaboratively initiate bilingual and dual language program models for multilingual learners 

  • Provide professional development opportunities and support to classroom teachers and multilingual teachers in their work with multilingual learners.

  • Establish and provide appropriate instruction to multilingual learners in small group and one-on-one settings.

  • Work with staff and administrators regarding specific student issues.

  • Act as a connection between families of multilingual learners and the school district.

  • Supervise, coordinate and perform evaluations of bilingual assistants and multilingual teachers.

  • Prepare accessible resources for staff, students and families related to effective services, programming, and supports.

OTHER FUNCTIONS

  • Work with administration to ensure the district ML program complies with state and federal laws regarding education of multilingual learners. 

  • Coordinate annual evaluation procedures appropriate for monitoring the progress of multilingual learners and program effectiveness.

  • Plan a program of study that meets the individual needs, interests, and abilities of multilingual learners.

  • Coordinates, supports professional development of test administrators, ensures compliance, and analyzes data of the ACCESS test and WIDA screener.

  • Support classroom teachers and multilingual teachers in utilizing a variety of instructional techniques and instructional media that are most appropriate for multilingual learners.

  • Encourage parent/guardian involvement by conducting home visits, coordinating Parent Nights, ensuring that school events are accessible to all and being available to students and parents/guardians for education related purposes.

  • Establish and maintain open lines of communication with students, parents, staff and other members of the school community. 

  • Maintain accurate, complete and correct records confidentiality as required by law, district policy and administrative regulations including an updated record of student performance and attendance Attend Individual Education Plan (IEP) staff meetings and committee meetings as required or requested.  

  • Collaboratively maintain and analyze student data for progress monitoring, growth, and outcomes.

  • Work cooperatively with all staff and be supportive of other building and district programs.

  • Participate in in-service activities promoted by the district.  Contribute to the growth of others through presentations at in-service or other educational activities as requested. 

  • Serve as a role model by demonstrating a positive attitude, appropriate dress, timeliness, proper preparation and strong work habits.

  • Follow district and school policies and guidelines and administrative and contractual rules and regulations. 

  • Strive to maintain and improve professional competence.  Stay abreast of issues related to K-12 education, specifically those related to English learners and literacy.

  • Take all prudent and reasonable precautions to protect students, equipment, materials and facilities.

  • Stay abreast of district news through district communication efforts via district website or email.

  • Coordination of translation and interpretation of District functions and communications.

  • Ensure alignment of curriculum, instruction, and intervention to design and identify supports students need when students need them. 

  • Plan and execute a program of study that meets the individual needs, interests, and abilities of diverse and multilingual learners.

  • Collaborate with intervention leaders and instructional coaches to ensure consistency and effective services.

  • Perform other duties within the scope of employment and certification as assigned.

OTHER RESPONSIBILITIES:

  • Actively participates in the deliberations and classification of ML students and leads in the planning, coordinating, developing, monitoring and evaluating the effectiveness of the ML program. 

  • Maintains confidential records on all referred students and student/parent contacts in accordance with federal and state law, Board policy and the procedure of the school’s ML education program. 

  • Provides thorough and timely reports, data, and information, and makes sure the ML Department stays in compliance with federal/state rules and regulations including Bilingual/Bicultural and Title III State Reporting.

  • Maintains effective and efficient record keeping procedures. 

  • Participate in multi-disciplinary team meetings, IEP meetings, and any other meetings pertaining to ML student achievement 

  • Collaborate with general education teachers to ensure that general education classroom environments and learning experiences support MLs 

  • Work with administration and other ML staff to identify staff development needs in best practices in ML instruction and plan/deliver workshops to meet those needs

  • Supervise ML Program teachers 

  • Coordinate, schedule and ensure the ML team administers WIDA screeners and assessments and provide accommodations for MLs on district and school-wide assessments. 

  • Plan a program of study that, as much as possible, meets the individual needs, interests and abilities of ML students. May teach English language development to assigned students. 

  • Assist ML team in creating a classroom environment that is conducive to learning and appropriate to the maturity and interests of ML students. Encourage students to set and maintain high standards of classroom behavior. 

  • Assist in the development and implementation of appropriate ML/EL program curriculum. 

  • Guide the learning process toward the achievement of curriculum goals and, in harmony with the goals, establish clear objectives for all lessons, units, projects, and the like to communicate these objectives to students. Such goals shall be consistent with the school’s philosophy of education and its instructional goals and objectives. 

  • Employ appropriate ML instructional methods and materials for meeting stated objectives. 

  • Coordinate and ensure accurate assessment and placement of ML students. 

  • Support efforts of the migrant program. 

  • Ensure that the ML team members assess the accomplishments of ML students on a regular basis and provide progress reports as required. 

  • Maintain accurate, complete records as required by state and federal laws. 

  • Make provisions for being available to students and parents for education related purposes outside of the instructional day when required or requested to do so under reasonable terms. 

  • Attend and participate in faculty meetings and serve on staff committees as required. 

  • Attend ML and migrant meetings as scheduled. Lead and/or assist at ML/migrant parent meetings and other events as scheduled. Translate and interpret as needed. 

  • Assist in upholding and enforcing school rules, administrative regulations and School Board policy, state and federal mandates regarding ML students 

  • Participate in meetings, training and professional development 

  • Meet professional obligations through efficient work habits such as: meeting deadlines, honoring schedules, coordinating, etc. 

  • Act in a professional and ethical manner at all times and comply with school policies, procedures, and expectations. 

QUALIFICATIONS

Requires a master’s degree of educational leadership from an accredited college or university, a valid Wisconsin teacher license from the Department of Public Instruction in regular or special education and ESL and is eligible for Bilingual Bicultural license, and a valid Wisconsin driver’s license.  Must demonstrate knowledge of ML/EL programming and broad knowledge of effective teaching methods and developmentally appropriate classroom activities.  Must be able to utilize digital technologies in the performance of duties and responsibilities.  Must possess the ability to work effectively with students, parents, colleagues and the general public and to maintain open communication.  Must possess the ability to plan, organize and establish priorities; to work with diverse ethnic and socioeconomic communities, to carry out responsibilities independently and in a satisfactory manner, to communicate effectively both in writing and orally, and to maintain a positive learning environment for students and staff.

The work environment is in an office that combines standard office equipment (fax, copier, phone, computer, 10-key, etc.) with the standard office setting. The work environment also includes school buildings and travel between sites.
