Hours: 40 hrs. per week – FLSA Exempt

Salary: $206,429 per 2022-23 Agreement

Position Summary:

Provides administrative oversight in developing, achieving, and maintaining educational programs and services for all students in alignment with the Shoreline Schools’ focus and vision on equitable and antiracist practices that foster an organizational environment that embraces diversity and success for all students. Provides leadership for the overall instructional and learning programs of the organization including curriculum and instruction design, assessment, professional development, and implementation for grades P-12. Leads and facilitates the development and implementation of the District priorities in a manner that integrates and ensures the district’s commitment to equity. Supervises the Professional Technical Assessment Coordinator, Director of Categorical Programs and Academic Support, and instructional specialists. Partners and collaborates with the Assistant Superintendent of Business Operations, the Assistant Superintendent of Schools, and the Executive Director of Human Resources to provide effective and efficient resources in support of learning, teaching, and school operations. Provides leadership and facilitates collaboration with schools and departments to foster an environment that: is student-centered; has a clear shared vision of excellent teaching and learning; builds educator capacity and investment; is data-driven, and promotes inclusion for all leveraging diversity to foster environments across the system where students, families, community members, and employees feel welcomed and supported. The District Academic Officer is a member of the Superintendent’s Cabinet and reports to the Superintendent.

Functions/Responsibilities:

Curriculum and Instruction:

  • Establishes and seeks to achieve District alignment of curriculum and instruction with District and State learning goals and standards to improve student learning.

  • Provides leadership in developing an annual system-wide improvement plan with a commonly defined instructional focus and measures designed to support the Instructional Strategic Plan.

  • Organizes and administers a system for review of the curriculum and P-12 instructional programs.

  • Provides leadership for the development of the district and school improvement plans.

  • Provides leadership to building principals with the implementation of effective instructional practices and curriculum implementation.

  • Assists and supports principals in resolving issues related to curriculum, instruction, and assessment with their staff.

  • Maintains a multi-year plan for curriculum adoptions and oversees the adoption and implementation of district-wide curriculum, texts, and materials.

  • Facilitates the District Instructional Materials Committee and presents recommendations from the committee to the School Board for approval.

  • Provides leadership for the District Program Alignment and Coherence/Team and presents recommendations from the committee to the School Board for approval.

Assessment:

  • Coordinates, supervises, and evaluates the work of the district Director of Categorical Programs and Academic Support.

  • Oversees District and State assessment administration, classroom assessment use and development, and use of student results for program improvements.

  • Implements a systemic process that identifies and addresses inequalities that create barriers to student engagement and achievement.

  • Provides leadership in the District’s access to data from multiple sources; manages the District data warehouse.

  • Coordinates, supervises and evaluates the work of District instructional specialists, teacher content specialists, and administrative support personnel.

  • Plans the use of District and community resources to improve student learning and instructional needs of teachers/staff.

Professional Development:

  • Directs and coordinates all of the district professional learning activities held in August and early release days.

  • Directs and coordinates the annual onboarding of new staff, including Orientation, Mentors, and support.

  • Provides leadership in the development and implementation of the August Administrator retreat and P-12 school and district administrators’ professional development.

  • Plans, oversees, and coordinates professional development opportunities for certificated staff including National Board Certification, and the Pro-Cert and TAP programs.

  • Provides leadership for classified professional development.

  • Develops, organizes, and implements professional development opportunities with an emphasis on diversity, equity, and inclusion.

Budget:

  • Prepares and manages department budget and staffing.

  • Plans (in coordination with other district administrators) the District budget to support professional development, curriculum, instruction, and assessment.

  • Plans District Budget to support professional development.

  • Oversees the Title II Grants.

Statutory/Legal:

  • Provides leadership in the District’s compliance with Federal and/or State accountability requirements and goals (e.g. ESEA, AMOs, Achievement Index).

  • Coordinates TPEP framework training for new staff (per state law) and continued training and support for teachers on the processes and procedures for evaluation.

District:

  • Serves as a member of the Superintendent’s Staff and advises the Superintendent and district staff on instructional services activities and issues.

  • Represents the district in bargaining and other committees and work groups as assigned.

  • Partners with the Department of Human Resources and leadership team (Supt. Staff, Directors, school leaders) to facilitate ongoing improvements in recruiting, hiring, onboarding, retention, and professional development practices that foster a culture of belonging.

  • Coordinates and collaborates with another district, school, and community leaders to develop policies, practices, and programs that create a climate of equity and inclusion that respects, values, and responds to the diversity of students, staff, parents, and the community.

  • Serves on a variety of District committees; coordinates special projects as assigned.

  • Provides leadership in all functions of assigned departments and performs related duties as assigned.

Qualifications-Education And Experience:

  • Valid Washington Teaching Certificate.

  • Master’s degree or higher required, with a concentration in curriculum, instruction, assessment, and administration.

  • Five (5) years of demonstrated successful curriculum experience, including at least three (3) years of teaching and two (2) years as an administrator or curriculum specialist.

  • Valid Washington State School Administrator credentials preferred.

  • Doctorate preferred.

  • Experience as a building or district administrator preferred.

  • Leadership and experience in advancing equity, diversity, inclusion and multiculturalism within complex organizations.

  • Experience in professional outreach and representing an organization with diverse constituencies in the broader community.

  • Valid Washington State driver’s license or evidence of mobility

Required Knowledge, Skills, And Abilities:

  • Knowledge of culturally-responsive teaching and education-related practices, social justice, and diversity as fundamental aspects of academic excellence.

  • Knowledge of laws, rules, regulations, and policies governing school curriculum, assessment, basic education, and highly capable programs.

  • Knowledge of education reform at the national and state level.

  • Knowledge of state and district initiatives for the improvement of student learning.

  • Knowledge of Common Core State Standards, Next Generation Science Standards, Washington EARLs and GLEs, the Smarter Balanced Assessment, and other state assessments.

  • Skills in oral and written communications; needs assessment, development, adoption, and implementation of curriculum; development, review, and evaluation of instructional materials; leadership; program and staff evaluation; personnel management and supervision; selecting, training, monitoring, motivating and assigning staff; applying and interpreting labor agreements; conflict resolution; time management; group process; use of a variety of technology as a tool.

  • Skills in facilitation of diverse groups; conducting workshops, courses, or other training for administrators, teachers, and community members.

  • Ability to develop, articulate, and implement a vision and strategies for an effective K-12 educational program that promotes high levels of student achievement.

  • Ability to use data to drive decisions; plan and administer budgets; supervise; work independently and as a member of a team; utilize District and community resources to meet curriculum needs; establish and maintain positive and effective working relationships.

  • Ability to lead successful, district-level instructional improvement efforts and work collaboratively across departments, bridge silos, and cross boundaries to achieve equity, diversity, and inclusion goals.

  • Ability to model the characteristics of effective leadership including energy, integrity, collaboration, high-level communication skills, and strategic thinking processes.

  • Ability to advocate for and support the people, practices, and policies that drive academic success and wellbeing
