Director of Maintenance and Operations

SUMMARY: The Director of Maintenance and Operations position is responsible for all actions and activities related to maintaining all of the facilities, land use, and grounds within the school district. The position is also responsible for the district risk management procedures, school safety, and ensuring compliance with all Governing Board policies and regulations, local, state, and federal regulations and guidelines related to the safe operations of district facilities.
REQUIRED QUALIFICATIONS:
High school diploma or equivalent
Minimum of 2 years of vocational/technical education
Experienced in supervisory responsibility and the ability to skillfully manage people
Extensive experience in building and grounds maintenance including considerable supervisory experience in plant operation functions, school construction and land improvements
Thorough knowledge of basic principles and methods of mechanical and maintenance trades as applied to the repair of school facilities
General knowledge of basic architectural and engineering principles and concepts
Thorough knowledge of the principles, practices, equipment, tools and materials used in maintenance work.
Experience in risk management
Thorough knowledge of hazards and safety precautions related to school operations
Ability to respond to emergency situations at any time and to work unusual hours as required
Skills to use the methods, materials, tools and equipment required in facility operations
Demonstrated ability to communicate effectively, problem solve, price and estimate project costs, see project through to completion on time and on budget
Ability to diffuse and manage volatile and stressful situations
Knowledge of laws and regulations pertaining to building trades, custodial and grounds maintenance within educational settings
Computer knowledge and skills
PREFERRED QUALIFICATIONS:
BA degree in a supervisory, management, or construction related field of study
Five (5) years of experience in maintenance and facilities operations
Possess general knowledge of emergency preparedness, fire alarm systems, security systems, and other OSHA/safety/security systems and crisis management plans
Certificates of completion of FEMA’s Incident Management Classes either in-person or via NIMS
Certificates of Risk Management (CRM) and/or Safety and an Associate Risk Management Supervisor (ARM)
Such alternatives to the above required & preferred qualifications as the Superintendent/Designee may find appropriate and acceptable
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage employees that perform maintenance work
Coordinates, monitors and performs preventive, predictive and proactive maintenance and repairs of district facilities.
Proposes and maintains the department budget including ensuring expenses do not exceed budgeted allocations; coordinates and approve requisitions for department purchases
Ensure district facilities and properties are well maintained and safe at all times through preventative maintenance and repair
Receive and evaluates repair requests to determine if repairs should be performed in-house or through a contracted repair service
Solicit bids from vendors, negotiate pricing and timeframes, and secures contracts with vendors in partnership with the team from procurement. Communicates clearly with contractors and outside vendors
Schedule all maintenance inspections and ensure the inspections are current and compliant with relevant codes and standards
Schedule and perform preventative maintenance on systems and equipment including: HVAC systems; electrical systems; power generators; exhaust systems; irrigation systems; door operations systems and building structures including roofs, gutters, doors, drywall, flooring and painting
Document repair request completion to include time requirements, repair/parts costs, and notification of completion to reporting parties. Maintain detailed records on all repair records, preventative maintenance schedules, and cost of repair
Coordinate and manage the operational activities, programs, functions, services, and budget for facilities maintenance including technical and cost/benefit justification. Assist with the development of long-term capital plans for facility improvement, repairs and financial planning
Maintain a variety of hand and shop tools and equipment. Maintain a small inventory of commonly used repair parts in a clean and orderly location
Participate in the design, coordination, and management of all school construction projects that further the district’s strategic plan goals
Responsible for district risk management and oversight of the risk management plan; serving as a liaison for all liability insurance for automotive, fire, and property damage claims, including communications with attorneys, claims reviews, investigations, and negotiations of settlements.
Assisting in investigations on loss claims. Plans and coordinates functions and activities of the District-wide safety plan, emergency and crisis response plan and provides 24/7 on-call response/assistance, including coordination of compliance training.
Liaison with local law enforcement agencies relative to daily activities of the district-wide safety plan.
Assist in the development and implementation of policies and procedures related to facilities maintenance
Comply with all Standard Operating Procedures; District Rules and Regulations.
Prepares written materials (e.g. brochures, reports, etc.) for the purpose of conveying and/or documenting information regarding District activities and/or procedures
Presents information on administrative procedures, services, regulations, etc., for the purpose of training and orienting other personnel
Perform such other duties and assumes such other responsibilities as may be assigned by the Superintendent/Designee

LANGUAGE SKILLS:
Ability to read, analyze, and interpret education materials and programs; ability to write reports, procedure manuals, and correspondence; ability to effectively present information and respond to questions from groups of teachers, students, administration, and the community.
MATHEMATICAL SKILLS:
Ability to work with mathematical such as probability and statistical inference; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
