Position Summary

The actual title will be Planning Administrator for Therapeutic Day Program, which is a limited duration position for the 2022-23 school year, responsible for developing, planning, and bringing to implementation a therapeutic day program to support qualified students in Skagit and neighboring counties to open in the 2023-24 school year. This position will be eligible to apply for the ongoing Administrator role but will have additional qualifications, including the ability to supervise and evaluate certified staff.

Essential Functions:

  • Plan and integrate functions and services to support the development of a therapeutic day school to serve districts in the region.

  • Build effective working relationships throughout the region with ESD staff, district partners, and community resources.

  • Conduct on-going needs assessments and collect and analyze data to refine and improve operational functions and services; evaluate day treatment/special education program

  • Conduct and analyze research on trends and best practices to support appropriate recommendations for student success.

  • Select qualified and competent employees; provide orientation and continuing education and

  • Develop and communicate a vision and program priorities through collaborative development in alignment with organization goals.

  • Assess the scope of services to be provided to meet or exceed the needs and expectations of

  • Foster continuous quality improvement by leading teams in the

  • use of quality management tools and

  • Manage organizational resources with fiscal responsibility and promote effective allocation and

  • Work with the Assistant Director in budget preparation by providing input regarding program needs, supplies, personnel, activity, and program creation.

  • Articulate variances when necessary and develop a plan with assistance from the Assistant Director as needed to address gaps.

  • Plan and initiate the creation of all aspects of a new student program including a capital facility, staffing, budgets, marketing, revenue/expense projections, and planning with community partners and districts for wrap-around services.

  • Perform related duties as Related duties may not specifically be listed but are within the general occupational series and responsibility level typically associated with the employee’s classification of work.

Required knowledge, skills, and abilities:

  • Knowledge of special education evaluation, eligibility, and due process, special education rules, and regulations.

  • Ability to understand students that have potentially destructive behavior and mental health

  • Ability to evaluate certificated staff and provide meaningful feedback that will improve

  • Ability to build and maintain relationships with community partners to develop support for a therapeutic day school.

  • Ability to work independently, and effectively prioritize

  • Ability to use computer and software programs proficiently at an intermediate to advance skill level; Windows, Word, Excel, PowerPoint, Outlook, and IEP Online.

  • Skill in ensuring a safe, therapeutic environment for all

  • Skill in coordinating with outside agencies to provide required services to

  • Skill in the designing and delivering professional development to support the training and growth of

  • Effective verbal and written communication and interpersonal

Qualifications:

Master’s degree in Special Education, Mental Health, or related field required. Current WA State Teaching Certificate required; special education endorsement preferred. WA State Administrative credential is strongly preferred. A minimum of five years of experience teaching or administering in a Special Education environment is required. Experience working with youth with social, emotional, and behavioral challenges is required. Experience in both mental health and educational systems is highly desired. Previous supervisory or leadership experience is also preferred. WSP/FBI criminal history background clearance is required. Valid Washington State driver’s license and proof of liability insurance are required. Must obtain First Aid and CPR card per Specialty School program requirements. “Right Response” certification is required within the first 6 months of employment (provided by NWESD).

Working Conditions/Physical Requirements:

Work is performed approximately seventy-five percent (75%) in an office environment and approximately twenty-five percent (25%) traveling to other districts or similar programs. Lifts and carries a maximum of forty (40) pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.

Hazards:

Potential hazards are presently based on the fact that the position requires the incumbent to drive. Hazards may include but are not limited to traveling alone, driving under inclement weather conditions, varied road conditions, rush hour traffic, etc. Exposure to communicable diseases common to children and adolescents is possible when present at sites where students are present. Students may use challenging or offensive verbalizations toward staff and other students with the potential for escalation to physical aggression.

Qualifications

Masters’ Degree in Special Education, Counseling, or related field and a minimum of one year of successful experience working with SBD or ESD students in an educational, correctional education, or mental health setting preferred. Washington State Program Administrator or Principal credential required. WSP/FBI criminal history background clearance is required. Current CPR and First Aid Certification required or be willing to obtain.

Employment Conditions and Benefits

190 Days. This position begins July 1, 2022.

Salary Range

Schedule III, Range 17b (Effective 9/1/22 - $109,075.60 - $122,848.42)
