Job Description:

The Executive Director of Human Resources leads all aspects of the human resources function to recruit and retain a high-performing, diverse workforce of over 2650 personnel.  Major areas of responsibility include recruitment and selection, employee compensation and benefits, employee relations, and workplace investigations. The office also oversees licensure verification, employee counseling, personnel evaluations, and performance management.  The Executive Director leads an office staff of approximately 12 staff, manages a department budget, and administers HR software solutions and HR contractual services.

The Executive Director of Human Resources is a direct report to the Chief of Human Resources. 

Qualifications:

Education:  Master’s degree in a job-related area.

Certificates & Licenses:  Certification by a Human Resources professional association is required, or the ability to obtain certification within six months of hire.

Experience: At least seven years of job-related experience in people operations, human resource management, and direct supervision of staff.  Experience in PK-12 education is preferred.

Essential Functions: 

  • Directs and oversees the HR functions of recruitment, hiring, onboarding, compensation, benefits, performance evaluation, employee engagement, and employee relations.

  • Works with Human Resources staff to implement an effective department plan that emphasizes communication and customer service.

  • Ensures that ACPS is in compliance with all applicable local, state, and federal policies; regulations; laws; and internal audits as they pertain to the human resources function.

  • Ensures that confidentiality is maintained among and by Human Resources staff in its work with those served by the department.

  • Works with Human Resources staff to implement innovative business processes and HR technology solutions that enhance communication, confidentiality, and services.

  • Implement a comprehensive human resources plan that aligns with the ACPS 2025 strategic plan.

  • Collaborates with other school divisions and outside agencies to share HR information and ensure understanding of regional salary and benefits programs, common services, and partnerships.

  • Plans and directs the recruitment plan to select, hire and assign the best-qualified staff.

  • Plans, develops and revises personnel management policies for the Board of Education

  • Annually updates the personnel handbook and associated HR forms.

  • Attends and presents at Superintendent's staff meetings.

  • Confers with principals and department hiring managers to determine staffing needs.

  • Maintains electronic and paper personnel records of all employees to comply with division, state, local, and federal regulations.

  • Oversees staffing to include assignments, transfers, dismissals, and promotions

  • Support administrative and department efforts to develop ideas and decisions.

  • Keeps the Chief of HR and Superintendent informed on pertinent human resource issues.

  • As an essential employee, am available for contact on a 24/7 basis for emergencies and crisis situations.

  • Assists other personnel and performs other duties as may be required to ensure an efficient and effective work environment.

Clearances 

  • Criminal Justice Fingerprint/Background Clearance.

  • Tuberculosis Skin Test.

Public Health Compliance

  • Proof of COVID vaccination. Exemptions for religious/medical will be reviewed.

  • Must follow safety and health protocols.

Salary Range

$108,813.60 - $164,354.40 / Administrator SAS-13

Position Summary:

Supervises and oversees the planning and administration of the district’s Human Resources (HR) Department and management programs (e.g. plans, organizes, and supervises systems, procedures, and policies for effective and legally compliant HR personnel management including the development and administration of benefits, classification, compensation, and evaluation procedures). Sets the vision and direction for talent acquisition, and leads the District’s engagement, recruitment, hiring, onboarding, and, retention of the employee workforce. Assures that HR procedures are compliant with, federal and state employment laws, board policy, and state and local regulatory agencies. Leads the bargaining and labor relations for certificated employee groups and oversees the HR Director of Classified staffing in the bargaining and labor relations of classified employee groups. Supports the District Title IX Compliance Officer, and performs investigations as necessary to assure compliance with district policies/procedures and legal requirements. Ensures that the District’s commitment to equity is integrated into all facets of human resources functions and leadership development. Reports to and is supervised by the Superintendent.

Duties And Responsibilities:

  • Supervises and oversees the planning and administration of Human Resources Department management programs.

  • Articulates a vision for Talent and Human Resources functions and establishes a department culture conducive to continuous improvement and production of high levels of services for constituents.

  • Facilitates and promotes the District’s commitment to equity, diversity, and inclusion.

  • Recruits, hires, and develops a culturally responsive and diverse workforce.

  • Develops and implements a framework and action plan for leadership development and career pathways.

  • Assures that Human Resource programs and procedures comply with state and federal employment labor laws and state education authority requirements.

  • Manages the human resources team, fiscal resources, and personnel functions (hire, evaluate, supervise, develop) for the purpose of enhancing productivity and efficacy in service of the District’s strategic plan.

  • Serves as the District Lead in negotiating collective bargaining agreements with certificated associations and other groups as assigned; oversees the Director of Classified Staffing in developing classified association bargaining strategies and proposals.

  • Coordinates with the Assistant Superintendent – Business & Operations, the Director of Business Services, and legal counsel throughout bargaining procedures.

  • Serves as the District representative at certificated Labor-Management meetings; provides HR leadership on bargaining-related management committees.

  • Supervises the implementation and management of collective bargaining agreements; coordinates with legal counsel on an interpretation of agreements; advises staff on contract-related issues.

  • Investigates and prepares District responses to grievances and other conflicts arising from the application of contract agreements.

  • Participates as a member of the Position Control Team; coordinates the allocation and assignment of certificated staffing; oversees the Director of Classified Staffing in coordinating the allocation and assignment of classified staff.

  • Oversees certificated evaluation systems and procedures, and assists district and building administrators as necessary with employee supervision and evaluation.

  • Conducts employee investigations as necessary; investigates employee grievances; supports district administrators in implementing employee discipline.

  • Advises principals and supervisors in all areas of Human Resource management including disability law, District policy and procedures, contract interpretation, labor employment law, and sexual harassment.

  • Provides professional development, mentorship, training, and resources to administrators for the supervision, performance, policy implementation, and evaluation of team members, including instances of employee misconduct.

  • Oversees employee accommodations and implements the District’s Affirmative Action Plan.

  • Assists with district procedures by providing certificated employee group staff development programs.

  • Provides Human Resources and District representation on various committees and special interest groups.

  • Prepares and maintains appropriate state and federal reports and records of activities in the area of assignment.

  • Performs other related duties as assigned and as consistent with the general job responsibilities and scope of the position.

Qualifications-Education And Experience:

  • Masters Degree or higher in Educational Administration, Personnel Administration, Public Administration, or related field.

  • Two (2) years experience in Human Resources Administration or related field preferred.

  • Experience as a school building administrator preferred.

  • Knowledge and experience with the administration of district policies, employment laws, and regulations that relate to the management of Human Resources.

  • Demonstrated experience in successfully leading collective bargaining negotiations and the administration of collective bargaining agreements.

  • Successful experience in working with the culturally diverse employee and school district communities, or have demonstrated skills in developing workforce diversity to meet culturally diverse customer/community needs.

Required Knowledge Skills, And Abilities:

  • Knowledge and experience in the area of Washington State public school finance and labor law.

  • Knowledge of district policy, employment laws, and regulations that relate to the management of Human Resources.

  • Knowledge of best practices in Human Resources Administration including HR information and application systems, and supervision/evaluation of certificated and classified staff.

  • Skills in recruiting, hiring, and maintaining a culturally diverse workforce.

  • Knowledge of K-12 school systems, staffing needs, and procedures.

  • Demonstrated ability to work and communicate positively with administration, staff, students, parents, and the public.

  • Demonstrated skill at conflict resolution

  • Demonstrated ability to work effectively as a team member and as a director using appropriate leadership skills for the situation.

  • Ability to build and maintain positive relationships with diverse groups and individuals.

  • Ability to work both independently and cooperatively, exercise independent judgment and creativity, organize work, set priorities, and meet deadlines.

  • Successful experience in meeting demanding and inflexible deadlines.

  • Excellent communication (verbal & written) and interpersonal skills.
