Associate Policy Analyst/Policy Analyst for Early Childhood Education and Care, National Center on Immigrant Integration Policy

The early childhood education and care (ECEC) field faces numerous challenges in building capacities to work effectively with linguistically and culturally diverse families. Are you a dynamic individual eager to shape burgeoning policy and system-building efforts that can help address these challenges and lift long-term outcomes for young children from immigrant families? If so, consider joining our Washington, D.C.-based team as an Associate Policy Analyst/Policy Analyst (title will be determined based on prior experience) for ECEC.

In this position you will produce qualitative and quantitative analyses of ECEC issues, policies, and programs at federal and local levels that affect Dual Language Learners (DLLs) and young children from immigrant and refugee families. Your areas of focus will include policies and practices responsive to immigrant families that strengthen access to high-quality early childhood services, address the impacts of trauma and mental health on child development, and promote meaningful parent engagement. The successful candidate will also support key system actors at the state and local levels in understanding and addressing challenges and opportunities their policy and service ecosystems present.

Through policy research and analysis as well as technical assistance, the National Center on Immigrant Integration Policy (NCIIP) at the Migration Policy Institute (MPI) supports state and local community leaders, elected officials, researchers, state and local agency managers, and others in identifying and promoting policy solutions that support successful integration trajectories for immigrants and their families. The NCIIP team is diverse in its areas of expertise, seeking to identify and support implementation of solutions to improve access and quality for immigrant families in ECEC, K-12 education, and adult education and workforce training systems. It also works to advance broader efforts to improve the governance of integration policy at the federal level and the inclusion of migrant-background families’ unique needs in federal efforts to advance equity for underserved populations. This position is based in Washington, D.C. and follows MPI’s hybrid work plan.

Qualifications

• Master’s or equivalent graduate degree with relevant coursework

•  3+ (APA) or 6+ (PA) years of experience involving relevant ECEC or health and social services policy or system administration issues in the NGO or government sectors

• Knowledge of U.S. early childhood policy and system capacity-building issues relevant to young children’s healthy development and future success

• Ability to understand and synthesize complex policy provisions

• Superior writing, editing, interpersonal, and public speaking skills

• Commitment to NCIIP’s mission and general interest in immigrant integration issues.

Duties and Responsibilities

• Research and write policy briefs and reports, memoranda, articles, etc. for external and internal audiences, analyzing policy barriers and solutions affecting the well-being and outcomes of young children from immigrant and refugee families

• Help design data analyses for diverse audiences, including policymakers, government agency managers, and community stakeholders; draw out key trends and produce data visualizations and fact sheets.

• Respond to technical assistance requests from community and system actors seeking to strengthen policies and programs for immigrant and refugee families with young children

• Assist with facilitation of cross-state learning and discussion groups

• Interact and build relationships with external scholars, policymakers, and community stakeholders to coordinate program events and activities

• Represent NCIIP externally at conferences, with media outlets, and in other professional settings.
