Examples Of Duties
SUMMARY
This position plans, organizes, and directs the human resources functions of the District; is responsible for compliance with District human resources policies and practices, union contracts, and federal, state, and local statutory and regulatory provisions regarding human resources.
ESSENTIAL JOB FUNCTIONS
1. Develops and administers District human resources policies, practices, and procedures; monitors variances; recommends and implements necessary corrective actions.
2. Manages and oversees all District recruitment, selection, staffing, transfers, placements, layoffs, terminations, and other employment actions; maintains and manages a system for transfers and promotions in accordance with all certificated and classified negotiated agreements.
3. Recruits and selects employees for the District; oversees development of job specifications and employment vacancy announcements and advertisements; directs or delegates the process of interviewing, evaluation, and ranking of applicants; advises department heads and other supervisory personnel as appropriate regarding the selection process; oversees substitute services.
4. Interprets and applies negotiated agreements and counsels principals, supervisors, and staff on various practices and provisions to ensure appropriate administration of agreements; serves on negotiating team in advisory and participatory roles; hears grievances and participates in arbitrations.
5. Reviews and implements applicable employment laws and regulations; monitors District compliance.
6. Reviews and implements compliance with state and federal civil rights laws.
7. Maintains liaison with supervisors and employees to discuss human resources matters, communicates District policies, and ensures effective flow of pertinent information; consults with administrators and other employees in resolving sensitive personnel and organizational issues; advises in problem-solving matters.
8. Coordinates, establishes, and maintains sound salary and wage administration practices; develops performance appraisal programs and training and development plans; develops job descriptions; conducts wage and benefit surveys and other research activities.
9. Monitors District staffing; ensures adequate staffing levels based on District staffing budget and allocation.
10. Ensures that reports required by state and federal agencies are prepared and submitted on a timely basis.
11. Supervises assigned staff; makes hiring recommendations; appropriately evaluates, commends, and disciplines employees; approves leaves and overtime; assigns and reviews work; provides for and encourages participation in professional development opportunities; promotes a quality customer service environment; ensures staff receives District-wide and department information that will enhance overall quality of the Human Resources Division.
12. Participates in and consults with principals on challenging staff evaluations.
13. Plans, prepares, and monitors the Human Resources Division operating budget.
14. Coordinates Human Resources Division activities with Technology Services, Financial Services, and in budget matters.
15. Responds to the public, parents, and staff on a wide variety of K-12 education and staffing matters; prepares Board agenda for human resources matters.

1. Maintains and updates knowledge and skills required for success in the position by participating in professional development activities as needed or as assigned.
2. Directs, manages, and participates in a variety of special projects and performs related duties as assigned, on a temporary basis.
3. Regular, reliable, predictable attendance or physical presence is an essential job requirement and critical to the performance of the work.
CONDITIONS
Office environment; experiences frequent interruptions; occasionally required to deal with distraught or angry people; required to travel to District and community sites; occasionally required to travel outside of the community; required to work beyond the regular work week; may be required to lift and carry up to 20 pounds, bend, squat, stoop, kneel, crouch, walk, twist, bend, climb, and/or be mobile.
Minimum Qualifications
Education and Experience
Master’s degree in human resources, public administration, or a related field from an accredited college or university and five years of progressively responsible human resources experience, including employee relations experience and/or school District administrative experience in an urban setting; or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work. SPHR preferred.
Licenses/Special Requirements
Must maintain all licenses and certifications as a condition of continued employment.
Valid Washington State driver’s license.
Fingerprints and successful WSP and FBI background clearance/sexual misconduct clearance
Allowable Substitution
Two additional years of closely related experience with a Bachelor’s degree may be substituted for the Master’s degree requirement.
