  Essential Functions and Objectives:

 Responsible for strategic insight and management of programs and initiatives that affects the district in achieving its long term and overreaching goals. Leads the day to day operations of a broader strategic function and shapes the framework of DPS in a forward thinking and dynamic manner. Primary emphasis is achieving results by building engagement and empowering their teams. Manages district wide initiatives and high impact teams, with a greater span of control. 

 Manage the development, implementation, and maintenance of all compensation programs. Proactively leads team to build consultative and collaborative relationships with leaders and teams on compensation programs and initiatives. Develops solutions and practices that are externally competitive and internally equitable. Will align compensation programs to Total Rewards strategy and initiatives. 

- Manage the compensation functions, ensuring alignment of the District’s people and business strategies, objectives, and a competitive market position.

- Manage projects including, but not limited to, special market studies, wage implementations, cost analyses, pay equity reviews.

- Leads to continuously improve compensation processes and practices.

- Partner with Finance on compensation budget related initiatives.

- Educate leaders, managers and employees on the company’s Total Rewards compensation philosophy.

- Lead annual compensation planning processes (incentives, market review, salary increase cycles).

- Develop and maintain job architecture, salary structures, job description database, and processes.

- Develops and guides the team to research, review and implement company compensation infrastructure including job evaluations, market pricing and analysis.

- Ensure that all compensation-related activities are in compliance with applicable regulations, standards, collective bargaining agreements, etc. 

- Advise managers and teams on pay decisions and practices, policy, and guidelines. 

- Oversees and delegates day to day client work including but not limited to salary offers and job evaluation requests.

- Perform other duties as assigned.  

 Knowledge, Experience & Other Qualifications:

 - Five (5) or more years of relevant experience.

- Three (3) or more years management responsibilities.

- Certified Compensation Professional (CCP) preferred. 

- Knowledge of applicable laws and regulations.

- Strong organizational and analytic skills and strong attention to detail.

- Superior leadership, coaching and mentoring skills.

- Ability to develop and interpret data and manage resources.

- Ability to motivate and influence others.

- Ability to effectively lead a team.

- Demonstrated proficiency with Microsoft Office products including Word, Excel and Outlook or Google Suite.

- Ability to multi-task and juggle management of several high-priority projects in parallel.

- High degree of integrity in handling confidential information.

- Strong interpersonal and leadership skills, including the ability to lead a high-performing team.

- Knowledge of public or private compensation policies, practices, and procedures (e.g., position classification, salary administration) preferred.

- Knowledge of a variety of occupations (e.g., district's standard job classes), preferred.

- Strong mathematical aptitude, including commonly used statistical applications (e.g., mean, mode, variability, regression) preferred.

- Knowledge of Human Resource Department processes and compensation best practices, preferred.

- Knowledge of HR policies and procedures, Federal and State employment laws and statutes, preferred.

- Ability to manage staff effectively and to collaborate with other District staff at all levels, preferred.

- Ability to understand the consequences of compensation related decisions and recommendations, preferred.

- Ability to organize complex projects and demonstrate strong attention to detail, preferred.

- Ability to problem-solve and to act decisively, preferred.

- Ability to communicate diplomatically, persuasively, effective oral, written and presentation skills, preferred.

- Ability to present complex data in easily understood messages, preferred.

 Education Requirements:

 - Bachelor's Degree or relevant work experience.
