Description:

Leads and directs all development, management, evaluation, and modification of the multifaceted activities, programs, projects, personnel, and fiscal resources of the Office of Talent Acquisition and Management (TAM); provides support to the assistant superintendent, human resources with decision-making responsibilities as they relate to operational functions within all offices of the Department of Human Resources; supervises and evaluates all activities, program functions, personnel, and physical resources of the assigned office; is responsible and accountable for strategic planning and outcomes.

Qualifications

  • Any combination of education and experience equal to a master’s degree in human resources, public administration, business administration, business management, or a related field.

  • Eight (8) years of progressive experience in human resources, five (5) of which shall have been in a supervisory or leadership capacity.

  • Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.

  • Knowledge of the principles, practices, methods, functions, and current trends of administration of human resources and talent and acquisition management.

  • Knowledge of online recruiting systems, HRIS, payroll systems, and their integration.

  • Knowledge of VDOE licensure and employment requirements.

  • Knowledge of the funding process in a public school system environment as related to budgeting, cost accounting, financial planning, and management.

  • Proficiency in the use of technology and data compilation, analysis, and reporting.

  • Ability to problem-solve multifaceted issues by analyzing information, evaluating results, and choosing the best approach to short – and long-term problems.

  • Ability to manage fiscal, physical, and human resources to successfully carry out the function and programs of the office to which assigned.

  • Ability to devise and maintain a program management plan to ensure compliance with all governing federal, state, and local laws, regulations, and guidelines for human resources functions.

  • Ability to facilitate meetings and/or present information to groups.

  • Ability to establish and maintain successful collaborative working relationships to address complicated or long-term needs with culturally diverse external and internal clients.

  • Ability to communicate effectively, both orally and in writing.

Preferred

  • Senior Professional in Human Resources (SPHR, SHRM-SCP, or pHCLE).

Job Duties

  1. Provide support, supervise, evaluate, and coach school principals, assistant principals, and other staff as assigned. 

  2. Provide specific support to the Division of Teaching, Learning, Leadership, and Research in the areas of the teacher support, curriculum development, professional development, and supervising programs and staff as assigned.

  3. Be familiar with and follow all current practices and procedures in supervising and evaluating principals and staff.

  4. Work with principals/assistant principals in creating leadership needs assessments to identify strengths and areas of growth to assist in developing principal action plans for continuing professional growth.

  5. Meet and collaborate with principals in schools to provide leadership and instructional support and guidance as needed. 

  6. Support building leaders with identifying systems and approaches in building collaborative and engaging cultures within our district schools. 

  7. Coordinate professional development for building leaders and provide support in creating shared leadership structures in schools. 

  8. Keep abreast of current trends and practices in all areas of school leadership and disseminate professional information and materials to school leaders.

  9. Assist in the interpretation of New Mexico State Standards, board policies, administrative procedures and all other areas of need in reference to school leadership, teaching, and learning.

  10. Assist school leaders in securing resources and materials needed to build leadership capacity. 

  11. Coordinate and lead professional learning communities for building leaders.      

  12. Assist in developing and implementing a strategic plan for the teaching, learning, leadership, and research division

  13. Participate in developing and delivering learning opportunities for school leaders, identifying future school leaders, and work to develop aspiring administrator opportunities. 

  14. Participate in identifying and selecting future school leaders.

POSITION OVERVIEW

This is an amazing opportunity for a dynamic, high-energy, hard-working leader to join a nationally recognized K12 school.   We are seeking a leader who can immediately manage all aspects of the current school’s operations, finances, and academic program.  The Executive Director must demonstrate a blend of inspirational leadership and management skills with a strong passion for Expeditionary Learning, the backbone of the school’s academic program. They will bring extensive past experience and a proven leadership style that efficiently and thoughtfully engages a broad spectrum of stakeholders – teachers, students, parents, the Board, etc. – to decisively yet collaboratively make and implement decisions.

The Executive Director will also demonstrate deep capacity with their organizational and project management skills; clear, crisp, and frequent communications to stakeholders;  strong setting of priorities combined with implementation; metrics- and data-driven focus; and willingness to make hard decisions, often with only partial information at hand. 

The Executive Director will also be a highly visible leader both internally with staff, students, and families, as well as externally with student recruitment, fundraising, and community relations. We are seeking a strong, motivated leader who can continue and build upon the tradition of equity and excellence present at the school. 

KEY RESPONSIBILITIES

  1. Collaborate to establish and then be primarily responsible for implementing school performance goals and objectives, including student achievement, staff performance, enrollment, stakeholder satisfaction, operations, finance, and state reporting / compliance.

  2. Continue to maintain organizational procedures that keep the school operating efficiently and with high quality.  This entails ensuring continuous high performance for numerous primary work streams, including:  attendance, hiring, scheduling, security,  in-building and fieldwork safety, use of facility, performance evaluation, on-/off-boarding employees, budget, technology, procurement, inventory management, student assessments, IEPs, etc. 

  3. Directly manage, coach, and evaluate not only next-level leaders at the school but also a variety of individual contributors, including operational support team members (e.g., front-office, technology), MTSS/ assessment, and instructors (e.g., teachers and learning aides).  You will share these duties with your School Level Directors as well.

  4. Develop and manage protocols, accountability measures, and communications for all students and staff to meet high expectations for performance and achievement.

  5. Lead and manage the strategic planning process to identify, assess, and recommend strategic directions for RMSEL in the near, medium and long term.

  6. Provide regular reports and meet with the board (“the BOCES”) and its representatives for Governance and Reporting/Accountability.  Collaborate with the board to develop and refine policies, including academic, safety, financial and operational controls. Build a relationship with board members to understand the priorities of each representative.

  7. Establish and maintain favorable relationships with internal and external groups, including parent organizations, the District Accountability Committee, local community organizations, business and civic leaders, and actual/prospective funders to engage in dialogue regarding mutual support for overall school objectives and programs.

  8. Be ready and able to do whatever it takes to meet the daily needs of the school (often unexpected and not on the radar) while also being held strictly accountable for completing strategic priorities and proactive initiatives.

  • Have experience working in an Expeditionary Learning or project-based learning culture whose cornerstones are depth of academic experiences, adventure/fieldwork, and character-building.

  • Have experience working with students with disabilities, multilingual learners, and others not traditionally represented in EL schools.

  • Have experience working with families and community members.

What You’ll Do
The new MCSA Executive Director (ED) will be joining the Mississippi education community at a critical time. An essential first step is to plan and execute the relaunch of the Mississippi Charter Schools Association early in 2024. Upon relaunch, the ED will report to the refreshed MSCA Board of Directors. The ED will spearhead all strategic, financial, and personnel decisions for MCSA pursuant to grant guidelines and organization policy.

Key Responsibilities (The “What”)
The new Executive Director at MCSA will honor the vision and mission of the organization by building systems and structures from the ground up in an effort to enhance access, choice, and opportunity for students across the state of Mississippi. The leader in this key role must possess the experience, perspective, vision, and leadership skills that will be required to amplify our successes and embrace the challenges and opportunities that lie ahead. Key leadership responsibilities include the following:

  • Demonstrate comprehensive organizational leadership of key functions:

    • Champion, communicate, and implement MCSA’s mission and vision.

    • Develop and implement a strategic plan for the relaunched MCSA.

    • Build, lead, inspire, and empower a highly effective team of professionals who are relentlessly dedicated to breathing life into the relaunched MCSA.

  • Engage consistent, informed, and purposeful charter school support, advocacy, and outreach

    • Implement programs to support existing charter school operators, including operational and financial support programs funded by philanthropy.

    • Foster and cultivate positive and trusting relationships with current charter school operators with a focus on members of the MSCA.

    • Activate advocacy strategies to grow and support the charter school sector in Mississippi.

    • Navigate complex legal and political issues; effectively manage relationships with the legislature, the governor, the Mississippi Charter School Authorizer Board, the Mississippi Department of Education, and other organizations and individuals relevant to the success of charter schools.

    • Serve as the voice of member charter schools and as a representative of the charter sector as a whole when advocating for policies in the best interests of charter schools and the students, families, and communities they serve.

    • Collaborate with partners in the field to leverage resources to maximize successful charter school applicants.

  • Work collaboratively, transparently, and consistently with the MCSA Board while developing external partnerships

    • Create and maintain positive partnership and a working relationship with the MCSA Board by keeping them informed of all financial, legal, and other public interest matters.

    • Work closely with partners supporting charter schools in Mississippi, including Mississippi First, Embark, and other charter sector partners.

    • Raise funds and manage the organization’s finance, including hiring high-performing individuals into purposely defined and intentionally aligned roles.

    • Embrace accountability for the effective and efficient day-to-day operations of the organization within the policy parameters adopted by the board; assume ultimate responsibility for the planning, operation, supervision, assignment, and evaluation of the programs, services, staff, students and facilities.

What You’ll Bring

  • A minimum of 5 years’ experience in the charter school context, with at least 3 years’ experience working in charter school leadership, advocacy, or policy.

  • Bachelor's degree or higher.

  • Demonstration of strong support for public charter schools as a public school option and a strong belief in the mission and vision of MCSA; understanding of public education in Mississippi preferred.

  • Experience in nonprofit leadership, fundraising and governance is preferred.

  • Ability to work without intense oversight, and capacity to work successfully in a remote setting.

  • Executive leadership experience in a complex environment preferred; ability to navigate effectively and lead creatively in contexts of occasional ambiguity.

What We Offer

The Kentucky Higher Education Assistance Authority (KHEAA) and the Kentucky Higher Education Student Loan Corporation (KHESLC), state-affiliated entities that share the common goal of improving access to higher education in the Commonwealth of Kentucky, seeks an experienced, inspiring, and innovative leader as their next Chief Executive Officer and Executive Director (CEO/ED). Who you are

Reporting directly to the CEO, the Nashville Executive Director serves as the leader of the Nashville region and is responsible for setting the strategic vision, shaping the external environment, and leading the regional teams to achieve transformational results. The Executive Director oversees three public schools serving nearly 1,500 students as well as efforts to continue to grow the impact of the Nashville region in opening additional schools in the city or other cities throughout Tennessee. Supported by the larger Rocketship organization and team, you will directly manage two teams--Schools and Program Team & Growth and Community Engagement Team, which includes a focus on school leadership and management, instruction and program design, operations, external affairs and community engagement, family recruitment, education organizers, and other core functions and roles. You will also have the partnership and support of our four other regional Executive Directors as you lead this region with nearly 150 team members and a regional budget of approximately $24M. The charge of the Executive Director is to 1) ensure the success of our Rocketeers 2) cultivate the external environment for Rocketship to thrive, and 3) manage a financially sustainable network of high-performing elementary schools serving disadvantaged communities with the excellent education they deserve.

What you own (Your key responsibilities)

Ensure the success of our schools and the achievement of our Rocketeers

  • Ensure that school teams and staff are highly engaged in their pursuit of establishing and maintaining excellent, thriving schools.

  • Provide the Director of Schools and Schools Team with the support, coaching and accountability needed to realize vibrant learning environments.

  • Engage and inspire teams through alignment, strong communication, and ongoing feedback/coaching grounded in data and our personalized, culturally responsive school model.

  • Continuously drive a culture rooted in inclusion of special education students and rigorous support of a Positive Behavior Interventions & Support structure and serving all students (e.g., low level of suspensions, no expulsions, and no ‘pushing out’ students).

Provide Strategic Leadership for the Region

  • Partner with the Rocketship Tennessee Board and Network Executive Team to set long term plans, targets and goals for the region, plan budgets, and develop the strategy for the region.

  • Drive strategic vision, strategy, planning and execution for the success, sustainability and growth of the region on student achievement and existing/new charters, charter renewals, and other opportunities.

  • Partner effectively with the Rocketship Tennessee Board to lead the strategic direction of the region; this includes recruiting new members as needed to ensure a strong team of champions and allies.

  • Direct regional communications strategy and serve as a credible spokesperson, while leveraging resources and support from the marketing and communications team to effectively manage regional media/press

  • Align teacher professional development to strategic priorities and school data in collaboration with the Director of Schools and Schools Team.

  • Partner deeply with the network teams to ensure that the Tennessee region is successful.

Achieve Sustainability for the Region

  • Partner closely with the Board to align on the strategy necessary to further grow Rocketship’s regional impact and path towards sustainability.

  • Lead efforts to generate private and public financial support for the school’s operations and reserve funding through foundation, government grants, and individual fundraising.

  • Steward and grow a significant development campaign through foundations and individuals, while also growing individual champions and allies (i.e. tours, coffees, etc).

  • Support the success of our family recruitment and parent leadership teams to ensure healthy student enrollment and retention and robust demand and waiting lists year over year.

Steward Parent and Community Engagement

  • Work with the Director of School and Schools Team to ensure that schools continue to effectively and authentically represent and partner with our families and communities, implement rituals and practices that deepen parent engagement and investment while also creating/sustaining a welcoming school culture for families in ensuring that parent goals are realized (i.e. home visits, parent hours, conferences, etc.).

  • Build, manage and leverage important community relationships with local elected officials at all levels (e.g., School Boards to City Council to State Legislature), power-brokers, and other influencers, as well as with school board trustees or bodies, members, and superintendents/leaders of authorizing bodies.

  • Forge partnerships and alliances with child and family serving non-profit organizations, public entities, community-based organizations, and civic and community organizations to provide joint advocacy, support, or services that our Rocketeers and families need.

  • Lead regional fundraising and philanthropic relationship management.

  • Build relationships with key stakeholders and decision-makers in Tennessee and Nashville specifically.

Distinguishing Features of Work:

The Executive Director, Student Services is responsible for the oversight, coordination, and implementation of Student Services to include psychological support, and guidance services; assists in the planning, development, implementation and maintenance of special education and Student Services, School Health, School Registration and related operational policies and regulations; ensure policies and procedures, set forth for the district to follow are in compliance with federal and state laws, rules and regulations.   • Works with the principals to facilitate the design, coordination, development, establishment and implementation of assessment procedures that produce accountability for achievement of students with special needs. 

  • Supervises, directs and evaluates the performance of assigned personnel. 

  • Evaluates and improves continuum of services for students with special needs, evaluation processes and IEP procedures. 

  • Represents the District and serves as liaison between the district and educational partners as directed. 

  • Attends Board meetings and prepares Board agenda items; presents reports and provides advisement to the Board as requested by Chief of School Support; reviews and presents Board items affecting Special Education and Student Services; updates the Board in Closed Sessions regarding confidential student issues as needed. 

  • Develops and monitors department budgets, and other budgets as may be assigned. 

  • Responds to and resolves parent complaints related to students/uniform complaint procedures. 

  • Prepares reports and makes recommendations related to personnel needs and projections, and completes questionnaires and surveys related to Special Education and Student Services. 

  • Coordinates services provided to students and their families through community partners and resources. 

  • Attends and conducts meetings, state and regional conferences and workshops to remain current in all issues relating to student services issues. 

  • Provides support to central office and school-based administrators to ensure legal compliance and superior programs and services are available for eligible students. 

  • Assists with the integration and coordination of the district's social emotional learning continuum, including counseling services (School Psychologists). 

  • Responsible for crisis intervention services as directed, and for the District's risk assessment of students, as requested 

• Performs related duties as required or assigned.

QUALIFICATIONS: MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS 

  • A Master's Degree in Psychology, Counseling, Social Work that includes curricula in School Psychology is required. 

  • Five (5) years of progressively responsible experience as a school psychologist, social worker, or counselor, no less than three years (3) of experience in a responsible administrative or supervisory position, including student and/or educational management or similar fields is required. 

  • An equivalent combination of education, experience and training that totals eight (8) years will be considered based on field and relevance of education and experience. 

  • Doctorate in Education (Ed.D.), or related doctoral degree that focuses on preparing students for academic and administrative roles in K-12 and higher education is preferred. LICENSE/CERTIFICATION 

  • Licensed Psychologist, or Postgraduate Professional License with endorsements in a pupil service-related field, and in administration or supervision is required. 

  • Eligibility for Virginia Licensure through reciprocity may be acceptable.

Essential Functions and Objectives:

  • Responsible for leading multiple key functions within DPS. Directs, plans and oversees overall growth strategies.

  • Implements and achieves strategic plans, translates district vision into operational goals, and sets the highest standards of excellence. 

  • Provides vision and leadership for multilingual education District-wide, working collaboratively to embed best practices for language learners in all instructional priorities, curriculum, assessments and professional learning.

  • Oversees multilingual program implementation and delivers targeted support for all schools, including charters and iZones, in order to create equitable, rigorous learning environments for all students.

  • Manages relationships with internal and external stakeholders as well as all reporting, evaluation and monitoring related to the District’s implementation of the Consent Decree.

  • Reports the Chief of Academics. As part of a values-based organization, achieves Board of Education ends and goals through our shared commitment to Students First, Integrity, Equity, Collaboration, Accountability and Fun.

  • Plans, assigns and supervises the work performed in the areas of responsibility and ensures compliance with District policy and practices and appropriate federal, state and local rules and regulations.

  • Collaborates across the division to ensure that best practices for Multilingual Learners (MLLs) are embedded in all instructional priorities, curriculum, assessments and professional learning for teachers and leaders across the district.

  • Ensures fulfillment of legal requirements as outlined in the Consent Decree, including requirements for schools and central departments.

  • Annually evaluates schools on the implementation of the required programming and oversees plans to remedy areas of need.

  • Ensures that all MLL students are properly identified, placed into services, progress monitored and redesignated from MLE services when they are no longer required.

  • Oversees the direct school support for all schools, providing coaching, observation, feedback and thought partnership to help leaders and leaders improve their instructional practices for MLL students.

  • Oversees teacher qualifications, which requires that all teachers and new leaders take required professional learning focused on best practices for MLLs.

  • Oversees the World Languages departments, implementation of Transitional Native Language Instruction (TNLI) and Dual Language Programming in schools as well as the implementation of Newcomer Centers.

  • Manages the Seal of Biliteracy program, including student assessment.

  • Designates the type of MLE programming for each District school and allocates additional funding to school budgets as needed.

  • Manages family engagement for MLL students, ensuring that families stay informed, have a platform to share feedback with the district and receive essential information in a language they understand.

  • Cultivates and manages relationships with internal and external stakeholders, including the Congress of Hispanic Educators and the Department of Justice; facilitates Independent Court Monitor audits, submits quarterly reports and any additional requests for information.

Knowledge, Experience & Other Qualifications:

  • Five years of experience in leadership and an educational setting.

  • A type D administrative credential or Principal License is preferred. 

  • Knowledge of applicable laws and regulations, I.E. Consent Decree. 

  • Ability to effectively lead a function.

  • Ability to develop, plan, and implement long-range goals, establish priorities, and organize resources.

  • Demonstrated experience performing as an effective leader and team player, and recognizing and resolving conflicts or potentially controversial situations through diplomacy.

Who you are

Reporting to the CEO of Rocketship Public Schools, the Executive Director of Milwaukee is responsible for the leadership of the region. You will work in deep partnership with the Rocketship Milwaukee Governing Board and Network Executive Team to ensure that Rocketship continues to successfully realize our mission and goals across all aspects of our work. You are supported by the larger Rocketship organization and team. You will also have the partnership and support of our four other regional Executive Directors as you lead their region with nearly 80 team members and a regional budget close to $10m. The charge of the Executive Director is to 1) ensure the success of our Rocketeers 2) cultivate the external environment for Rocketship to thrive, and 3) manage a financially sustainable network of high-performing elementary schools serving disadvantaged communities with the excellent education they deserve.

What you own (Your key responsibilities)

Ensure the success of our schools and the achievement of our Rocketeers'

  • Ensure that school teams and staff are highly engaged in their pursuit of establishing and maintaining excellent, thriving schools.

  • Provide the Director of Schools and Schools Team with the support needed to realize vibrant learning environments, a standing of Exceeds and/or Significantly Exceeds Expectations and the annual student achievement goals.

  • Engage and inspire teams through alignment, strong communication, and ongoing feedback/coaching grounded in data and our personalized, culturally responsive school model.

  • Continuously drive a culture rooted in inclusion of special education students and rigorous support of a Positive Behavior Interventions & Support structure and serving all students (e.g., low level of suspensions, no expulsions, and no ‘pushing out’ students).

Provide Strategic Leadership for the Region

  • Partner with the Rocketship Milwaukee Board and Network Executive Team to set long term plans, targets and goals for the region, plan budgets, and develop the strategy for the region.

  • Drive strategic vision, strategy, planning and execution for the success and sustainability of the region on student achievement and existing/new charters, charter renewals, and other opportunities.

  • Partner effectively with the Rocketship Milwaukee Board to lead the strategic direction of the region; this includes recruiting new members as needed to ensure a strong team of champions and allies.

  • Direct regional communications strategy and serve as a credible spokesperson, while leveraging resources and support from the marketing and communications team to effectively manage regional media/press.

Serve as Regional Culture Keeper and Team Leader

  • Build a strong, anti-racist organizational culture in the region and in each school that is aligned with the Rocketship organization and ensures school success and impact.

  • Model and sustain expectations for high performance, partnership, and service orientation among team members consistent with the culture and mission of the organization.

  • Attract, hire, develop, motivate and lead a diverse leadership team.

  • Facilitate collaboration and partnership across functions and in deep partnership and collaboration between the Regional Leadership Team and the larger Rocketship network and team.

  • Implement strong systems to lead and reinforce role clarity, goal-setting, communication, and other processes and norms for the regional team to deliver all goals successfully.

  • Align teacher professional development to strategic priorities and school data in collaboration with the Director of Schools and Schools Team.

  • Partner deeply with the network teams to ensure that the Milwaukee region is successful.

Achieve Sustainability for the Region

  • Partner closely with the Board to align on the strategy necessary to further grow Rocketship’s regional impact and path towards sustainability.

  • Lead efforts to generate private and public financial support for the school’s operations and reserve funding through foundation, government grants, and individual fundraising.

  • Steward and grow a significant development campaign through foundations and individuals, while also growing individual champions and allies (i.e. tours, coffees, etc).

  • Support the success of our family recruitment and parent leadership teams to ensure healthy student enrollment and retention and robust demand and waiting lists year over year.

Steward Parent and Community Engagement

  • Work with the Director of School and Schools Team to ensure that schools continue to effectively and authentically represent and partner with our families and communities, implement rituals and practices that deepen parent engagement and investment while also creating/sustaining a welcoming school culture for families in ensuring that parent goals are realized (i.e. home visits, parent hours, conferences, etc.).

  • Elevate Rocketship’s presence and partnership with Community Based Organizations (CBOs) and other critical partners in our work.

  • Initiate, grow, and nurture Rocketship’s relationships and influence in Milwaukee through deep partnerships with community organizations, allies, political influencers, and other key stakeholders.

  • Work relentlessly to grow Rocketship’s relationships and influence in the city through partnership building (i.e. CBOs, foundations, influential groups, other CMOs, etc).

  • Actively engage with city influencers and groups like the Common Council, local community groups, Aldermen, State Legislature, and build strong connections with our organizational priorities and mission.

  • Build relationships with key stakeholders and decision-makers in the Milwaukee area.

  • A minimum of five (5) years of experience successfully leading and managing complex cross-functional projects with effective team management.

  • Highly proficient in business and financial management. Possesses the skills essential to managing an enterprise, such as strategic financial planning, intelligent budgeting, development of achievable business plans and analyses, prudent expense control, and required financial reporting.

  • Track record of success fundraising with both private donors and government entities at the federal, state or local level.
